The Government has now set up 118 inquiries or reviews. Many are routine studies that any Government would have launched — but some like Tax Working Group, the Health Review or the Welfare Review have the potential to make substantial changes to the way New Zealand works. It is the number and scope of the reviews that make them so extraordinary.
